Earlier, the Sweden coach suggested the former Inter man was mooting the idea of hanging up his international boots.
"I spoke to him and he confirmed to me that he has doubts over his future with the national team,” Hamren told Fotbollskanalen.
"I’ve spoken with Zlatan and, until he has made a decision, I won't call him to the squad. You can lead a horse to the water, but he has to drink himself."
Raiola has now jumped to his client's defence, claiming any decision is down to the player himself.
"A player who is at Zlatan's level should have the right to reflect on things in peace and without pressure," Raiola told Aftonbladet.
"I would have reacted differently as this could aggravate the situation."
On Monday the striker was named Sweden Player of the Year for the fourth consecutive time.
