Anything less than a win will complicate the Nerazzurri's passage to the knockout stage of the competition even further.
"It's a final. In Kiev it will be a final for us," Cesar told La Gazzetta dello Sport.
"It's good like this - we have the right morale to go about it and we have good faith. We needed the [Serie A] win against Livorno [last weekend] to help boost us."
Inter have been a cut above domestically, but the same cannot be said about their European season. Nevertheless, the goalkeeper cannot put a reason behind their struggles on the continent.
"It's an important game for us, but I don't know how to explain what is happening," he said. "Things are easy for us in the league, but less so in Europe.
"Our group has been difficult. There are four great teams in our group and it will also be difficult in Kiev."
