"The the value of the player is €25 million," he revealed to Sky Sport 24.
"I have seen Diego play against us and I think Quagliarella has given us an equal benefit or better."
After ruling out the possibility the Italian international could join Bayern Munich and also discussing potential moves to Inter and Juventus, the Zebrette patron revealed Napoli are in pole position.
"We would like to keep all our players, because we develop them, but the day they decide to make certain choices, as I suppose Quagliarella will be doing, I must evaluate any offers on the table," he continued.
"With Napoli I have excellent relations because I used to have their director [Pierpaolo] Marino here in Udine. I told him that if has Quagliarella in mind, I will try to help the operation."
Quagliarella, who was born very close to Naples, has scored 20 goals in all competitions this season.
