The influential midfielder feels it's nearly impossible to compete with the Allianz Arena side, claiming that every other team in Germany is usually left fighting for second place.
BVB was crowned German champion in 2010-11 and 2011-12, but Sahin feels the main reason for the short spell of domestic dominance was the poor form of the Bavarian club at the time.
"If you come in second in the Bundesliga, it can be considered a big success," Sahin told NTV Spor. "You only have a chance of winning the title when Bayern Munich are in a bad state."
The Turkey international then went on to claim that the Bavarians are so far ahead of their rivals that the title is almost invariably an unrealistic goal even for a side as strong as die Schwarzgelben.
"Bayern will always dominate the Bundesliga in a normal situation," Sahin stated. "The other teams are fighting it out for second place."
Bayern has won seven out of a possible 13 Bundesliga titles since the turn of the century and currently sits 20 points clear of BVB in the league table.
