The South Korean arrived at the Hawthorns in January from Seongnam Ilhwa Chunma.
The 25 year-old international didn't enjoy much playing time as the Baggies clinched promotion but he did enough to convince coach Tony Mowbray that he has a part to play in the Premier League next season.
“Last week I was told that West Brom had decided to offer Kim a contract,” Jung Jae-hoon told Yonhap News in Korea.
“A formal contract will be made on Wednesday.”
The details of the deal will not be made public.
Kim will become the fifth Korean to play in the Premier League.
