The Hammers want to make sure they have sufficient squad depth by the time the transfer window slams shut on September 1 but, having already spent more than 25 million euro on seven new players, are now shopping exclusively in the loan market.
Corinthians striker Guerrero and Boca Juniors fullback Insua have been on their radar all summer, but their latest attempts to land the pair have been knocked back by both clubs.
Guerrero, 30, and Insua, 23, are both understood to like the idea of making a move to England - and West Ham could yet return with improved terms.
Sources also tell Goal UK that Queens Park Rangers also has an interest in both players, while Sunderland is one of a number of clubs who remain keen on former Bayern Munich star Guerrero.
