The 21-year-old is hoping to make the move to Europe in order to improve himself as a player and emulate successful compatriots.
The Brazilian has made inroads into the national team of late and is intent on moving to Europe to further his career and work with new Partenopei boss Rafa Benitez.
"There are well established negotiations with the club," the 21-year-old Fernando told La Gazzetta dello Sport. "Playing at the San Paolo would be a great honor. It was the stage of [Diego] Maradona and Careca, champions who have written the history of football.
"It would be the right solution for my career, a prestigious club who will participate in the Champions League next year. They want to win. Just like me.
"I hope that the agreement will be found quickly. My intention is to move to Italy, because Benitez is a top-level coach who has confirmed with me the desire to improve at Napoli.
"He is a leader, a coach who knows how to win titles and cups."
