FIFA agent Giocondo Martorelli has declared that Paris Saint-Germain's financial resources may not be enough to attract some of the game's biggest stars.

The French club appear to be heavily involved in the January market as coach Carlo Ancelotti looks to put his stamp on the side inherited from Antoine Kombouare.

Having failed to prize Alexandre Pato away from AC Milan, PSG has turned its attention to Manchester City's Carlos Tevez, but it is facing strong competition from Serie A duo AC Milan and Inter.

"Money is not always enough," Martorelli told Goal.com. "In fact, it seems they are having a hard time signing top players. For a top player, besides money, it is important that the club has a good history and tradition, and PSG, from this point of view, are not quite up there."

The agent then said that Juventus is the winners of the Italian January market, saying: "I believe that Marco Borriello's move to Juventus is a great deal. [Antonio] Conte has signed a great striker, it was a great deal, the best one for me."
