The Blackpool star has long been tipped to turn out for the senior national side, impressing in the Championship since leaving Liverpool, and is uneasy about the idea of naturalising the Manchester United youngster to add to the competition.
Ince told The Daily Telegraph: "It's a difficult one. Like Jack Wilshere said: Is he English?
"But anyway, look at Raheem Sterling, Ravel Morrison, Wilfried Zaha, myself, Saido Berahino, you've got Nathan Redmond too. All the attacking players we have available [for the Under-21s], how's he going to get a game?
"Don't get me wrong, Januzaj is a fantastic talent but there's a lot in the Under-21s [who] could run him close. To bypass those players by bringing someone in ... what would that say?"

"My decision to come away from academy football and go into the real world was the best move I ever made," he declared. "That is what completed my education.
"Playing with men who go out on a Saturday when it means something to them ... it built me physically and mentally. I say to any kid at 18, if you get the chance to play in the first team of a lower-division club, take it.
"I could never really get motivated for development games. You play on a Tuesday night in front of a man and a dog. At Notts County I was playing games that mattered.
"From the nice sponsored boots and training kit at Liverpool, everything done for you, to washing your own boots and kit. It wakes you up to what football is about.
"I look at some of the Under-21s and think: 'You're not playing for your club, you'd be a fantastic asset in the Championship'. For me, just look at Andros Townsend. There's the best example that there is the young talent in English football if you just give it the chance.
"Anyone who says there's no talent in England, just look to Andros. My dad [Paul Ince] worked with him at MK Dons, raved about him, said he was a top, top professional. He's a great example to follow. If you work hard, the rewards are there, provided you get that chance."
