He told The Daily Mail: "It's too early. He has to be consistent at league level over a period of time and then be judged. It's too early now.
"A factor, of course, is the limited supply of players for the England team so they're wishing him on and it's quicker than it should be. They're jumping him forward because of the number of foreign players but the boy needs patience - whoa.
"Everton have a great recruiting system but you don't know with boys," he continued.
"Are they going to be like Leon Osman - he's kept going and going and going - or Jack Rodwell? I felt he was superb. I liked Jack Rodwell. I don't know what his injuries are, or whether he's a midfield player or a defender. We don't know but he is a player if fit. How many games did he play last season?"
