As exclusively revealed by Goal earlier on Saturday, the midfielder has suffered a recurrence of his long-running ankle problems.
Goal understands the damage is to Wilshere's right ankle, which he had surgery on during the summer and his absence means Tomas Rosicky once again starts, while Mikel Arteta returns from the suspension.
For Liverpool, youngster John Flanagan comes in for Glen Johnson, who misses out with illness. Elsewhere, Brendan Rodgers once again partners the lethal Daniel Sturridge with Luis Suarez up front, while Coutinho returns to the bench after six weeks out with a shoulder injury.
