The England international was deemed surplus to requirements by new boss Brendan Rodgers in the summer but has turned his form around in recent weeks, and has revealed he believes he is finally finding consistency.
"I'd probably say so,” Downing told the club's official website when asked if he felt that he was performing to his highest level.
"The first season was patchy, I was in and out. But this year, since I came back into the side, it's been consistently quite good.
"As I said, it's probably because the team is playing quite well that it's all come together."
The 28-year-old has already featured in 27 games in all competitions this season.
