Goal revealed earlier this month that David Moyes has identified the Uruguayan as a potential replacement for Robin van Persie, though PSG are understood to be determined to resist all approaches for the striker.
The Uruguayan has often found himself playing in an unfamiliar wide role since joining from Napoli last summer, leading to some suggestions that he cannot be played in the same team as Zlatan Ibrahimovic.
But Al-Khelaifi has now publicly insisted he views Cavani and star man Ibrahimovic as an effective strike partnership at Parc des Princes.
"Edi is one of the best players in the world," he told Le Parisien.
"He's an incredible athlete who can score whenever and wherever. He's a real fighter. He and Ibra complement each other, they both have their own style.
"They're a very efficient duo."
PSG, who are currently eight points clear at the top of Ligue 1, can book a place in the quarter-finals of the Champions League when they host Bayer Leverkusen on Wednesday.
