And with Rooney linked to Chelsea in recent days, the Brazilian admitted he would be delighted to see any top-class player arrive in west London.
"He's a fantastic player," he continued. "I am honest whenever I speak about things in my life; if we had the opportunity for Rooney to come to Chelsea, why not? I would be happy with this because he is a fantastic player."
And while he has one eye on the future, Luiz was keen to pay tribute to interim manager Rafa Benitez, who has steered Chelsea to a top-four finish and a place in the Europa League final despite constant criticism from supporters and continued speculation about his replacement.
"Rafa is so professional," Luiz added. "He has shown character when everybody was speaking about him leaving the club at the end of the season, but he continued with the strong mentality. It is natural when you come from another rival people that say bad things but he is a fantastic coach, and that's why we're playing in a final and competing in the Champions League next year."
Luiz has been in fine form during the run-in and helped turn Saturday's game in Chelsea's favour after coming on as a half-time substitute, and he has put his recent good performances down to Benitez's influence.
"I told him to put me as a striker but he never listens! No, the first day he arrived at Chelsea he told me 'Come on, David, you have a lot of quality, I am here to help you and teach you some things', so that's why when he came I improved my game.
"I am so happy with this, I have a good relationship with him, he is a fantastic guy. If I play midfield or if I play centre-back I am sad because I want to play up front! I'm joking. I'm happy because I love to play football."
