The Rojiblancos announced on their official website on Monday that the right-back had arrived at the Ramon Sanchez Pizjuan to sign a four-year contract with the club, after passing a medical earlier in the day.
Sevilla did not disclose the size of the transfer fee but it is believed that the Andalusians have paid approximately €2 million for the Brazilian.
The 25-year-old Cicinho, who is a product of the Ituano youth academy, only joined Palmeiras from Oeste last year.
The full-back's arrival in Seville comes hot on the heels of Julien Escude's departure for Turkish outfit Besiktas last week.
