Swansea City loanee Jonathan de Guzman has dropped out with a groin problem, while a knee injury has ruled PSV's Stijn Schaars out of contention.
Van Gaal has, therefore, turned to Fer, who has only two previous international caps to his name, having made his debut against Ukraine in 2010.
The Netherlands boss had already recalled Wesley Sneijder, Nigel de Jong and Gregory van der Wiel when announcing his preliminary squad on September 25.
The Oranje face Hungary and Turkey in their final qualifiers, having already secured their place at next year’s World Cup in Brazil.
