Lyon have already sold Kim Kallstrom to Spartak Moscow, and Garde has not yet decided whether he will replace the Sweden international.
"It is possible that Kallstrom will be replaced. But young people grow and enter the new economic policy of the club," the 46-year-old added.
"I would rather have a permanent workforce at the start of the championship, with players fully invested."
The former Arsenal player also stated that the adoption of a 4-2-3-1 formation was a priority, while giving his thoughts on the transfer dealings of rivals PSG.
"On paper this is a great team and the club has spent a lot of money," said Garde.
"But football is also about people and we must see how the players live together and live with the staff - Manchester City and Chelsea took years before winning titles."
