The 28-year-old will play for the Ewood Park club until the end of the season and goes straight into the squad for the Championship clash against Peterborough United
The 28-year-old has started only eight games this campaign in the Premier League, but has appeared 29 times in the top flight of English football since making the move to the DW Stadium in 2011, after his contract with Wolves expired.
Blackburn, who recently appointed Michael Appleton as their new manager, currently sit in 11th place in the Championship and have been forced into the loan market by a season-ending injury to Dickson Etuhu.
"I'm delighted to be here," Jones told the club's official website. "Blackburn is a massive club.
"I want to come here and make an impact so I'm really looking forward to it.
"I thought my opportunities would be limited at Wigan for the remainder of the season and this chance arose so I wanted to take it.
"It is a good team and one that I want to try and get in and do well. It has been doing well recently, there are a lot of quality players the football club and hopefully there'll be opportunities for me to come in and help the football club achieve their aim this season."
