The Independent Ethics Committee of football’s global governing body, FIFA, has no power to strip Qatar of the hosting rights to the 2022 World Cup, regardless of the results of its investigation.

Michael Garcia is leading an investigation into the bidding processes for the 2018 and 2022 World Cups, but the Press Association Sport news agency reported that a senior source at FIFA had rejected speculation in the media that Qatar’s right to stage the tournament could be under threat. The report added that the Ethics Committee can only punish individuals and has no power over FIFA’s decisions.

The FIFA source said: “If Garcia finds something which was wrong, the Ethics Committee has the right to take sanctions. But does he have the right to say ‘based on what I have found the World Cup should not be played in Qatar?’ No, he does not have that right.”

The report added that FIFA’s 25-strong Executive Committee is the only organisation that can make such a decision, but last month the governing body reiterated that the 2022 World Cup would take place in Qatar. The governing body is looking at moving the event to the winter months in an effort to avoid the stifling heat of the Middle Eastern summer.
