The Oranje believed they should have had a spot kick in the closing stages of their fixture with Morten Olsen's side last Saturday, as the ball appeared to make contact with Lars Jacobsen's arm inside the area from Klaas-Jan Huntelaar's chest control.
However, if the penalty had been given, Robben, who missed crucial kicks for Bayern Munich against Chelsea and Borussia Dortmund during the past season, revealed the responsibilty of taking it would have fallen to the Arsenal striker.
"If we had been given one [a penalty], Robin van Persie would normally have taken it," Robben revealed to the press.
Netherlands will seek to recover from the Group B reverse with a positive result against Germany in Kharkiv on Wednesday.
