The Premier League side recently committed around €1.2 million to lure Under-17s World Cup Golden Ball winner Kelechi Iheanacho to the Etihad Stadium and are understood to have offered a similar package to Celta and the player to push the move through.

Goal has previously reported on the extent of City's youth development overhaul, with director of football Txiki Begiristain hard at work to recruit the best young talents ahead of the opening of the state-of-the-art Etihad Campus.
