The tabloid claims that the young Serbian centre-back has wowed Arsene Wenger while on trial with the Gunners, although not quite enough for the Frenchman to meet BSK Borca's asking price of £2.25 million.
The 19-year-old will return to his homeland later this week, but he expects to be back at the Emirates Stadium in a matter of months.
Savic is quoted as saying: "There were offers from Tottenham and Birmingham City, but once a call came from Arsenal, I had no more doubts.
"A pre-contract will be signed on Thursday and then I will return to Belgrade and join BSK for their preparations. I will be staying with BSK until May."
