The Mirror reports that Spurs are known admirers of the versatile 21-year-old, who is in turn well aware of their interest.
Tottenham had a £5 million bid for the player turned down three years ago when he was also on Chelsea's radar. He went on to sign a long-term contract at City then, but his loyalty to the Eastlads outfit is no longer guaranteed.
Reports surfaced at the weekend that Richards was demanding showdown talks with City boss Mark Hughes regarding his long-term future at the club. Richards is apparently unhappy at his fringe status in the Citizens' squad.
Hughes has been reported in the past as having issues with the player's attitude and lifestyle, and it seems matters could soon be resolved by the player leaving.
Everton are reportedly tracking Spurs right-back Alan Hutton with a view to a January move, which would create space in the squad for Richards, who can play at centre-back or right-back.
