The defensive midfielder, who can also operate as a centre-back, had been reportedly piquing the interest of several clubs, including Villa's Premier League rivals Bolton Wanderers.
Sky were informed last week that the player was "100 per cent certain" to be playing in the Premier League next season, and that negotiations were in progress with four different clubs.
Manchester City and Arsenal are the other two of those four, but Villa have emerged as strong favourites, with the £12 million raised from the sale of England international Gareth Barry, to City.
The fact that the versatile Veloso can also turn out at centre-back would be another plus for Villa, who have already lost experienced Dane Martin Laursen to an injury-forced retirement.
