The Blues' wealthy Russian sponsor had met fierce criticism in past seasons and had to field allegations that, due to his perceived lack of spending in recent seasons, he had fallen out of love with the Stamford Bridge side.
"I believe Abramovich had a little pause [in his interest in Chelsea]
in his head," Wenger said.
"Is that down to the recession? Is that down
to how far he wants to go?
"This season I am convinced he is ready to go again," Wenger said.
Due to the suspension of the transfer embargo inflicted onto Chelsea, and the potential of winter window purchases, the west London club have been linked with a host of Europe's biggest names.
According to reports, Chelsea are readying a bid for Atletico Madrid's highly rated Sergio Aguero, while other publications claim AC Milan's Brazilian wonderkid Alex Pato, who current Chelsea manager Carlo Ancelotti bossed while at the San Siro, is a likelier target.
