The 44-year-old has been linked with jobs at Manchester City, Portsmouth and Sunderland in the past year and now the manager's post at Pompey seems to most likely role for him.
The south coast club are experiencing a revolution under new owner Dr. Sulaiman Al Fahim and Mancinicould be set to be offered the manager's job at the club.
The Italian has, however, said that money available for transfers will not make or break a deal with any club.
Speaking to Sky Italia, Mancini said, "I think I have always worked very well, not only at Inter but also at Lazio, at Fiorentina... I believe I am one of the best, that's for sure.
"My aim is to go and have an experience abroad, in what league I don't know, maybe the English one, mainly because I think the English league is very nice, it's a league where everyone enjoys themselves."
Mancini then turned his attention to transfer budgets.
"That is not important, because someone who does my work enjoys doing it, so it's not said that they have to definitely be fighting for the title," he said.
The former Lazio coach has been out of the game for a year, completing television commitments, and is now set for a return to management.
