Goa Become The First State To Amend Their Constitution As Per The Rules Laid By FIFA, AFC And AIFF

It was a historic day in Indian football on Sunday when Goa became the first state in the country to amend its Constitution as per the criteria laid by the governing bodies of football at various levels such as FIFA, AFC and the AIFF.

The Indian FA had given a deadline of until the year end to fulfil the necessary requirements by all its member associations and Goa has acted promptly in this regard.

“We had been asked to fulfil the requirements by the AFC and AIFF and hence, we decided to amend it,” said Goa Football Association (GFA) secretary, Savio Messias.

The existing Executive Committee shall continue functioning until October while the process to search for a paid secretary shall begin immediately. The elections shall be held thereafter where the president and two vice-presidents – one each from the north and south Goa, shall be chosen.

According to the AIFF, the other state close to amending their Constitution are Kerala with Manipur and Delhi, who were part of the Vision India programme still not being anywhere close to doing suit.

However, interestingly when Goal.com contacted some of the state associations, where most of the AIFF Executive Committee members hail from, they were apprehensive of making any changes in their Constitution as they believes it would hamper the growth of football in their region!

One of the primary reasons the state associations aren’t too keen on amendment is for the fear that the existing office bearers might lose their position. Most states have a concept called as ‘Life Members’ who have voting rights which makes it easy for any party to form a clout and thereby gain votes.

It will be interesting to see how many states do manage to change their Constitution and in the process, complete their task before the cut-off date set by the AIFF.
