Exclusive: Churchill's Letter To AIFF

Churchill Alemao has replied to the Disciplinary Committee notice which imposed a fine of Rs.50, 000 and has termed the decision as ‘capricious, arbitrary without any basis in law or fact.’ Goal.com has an exclusive copy of that letter addressed to the Appeal Committee of the AIFF dated November 18.

Trouble began when Churchill Alemao threw the papers at the match commissioner’s desk after the 3-3 draw against Dempo about two weeks ago. The club patron claimed that an injury time Bineesh Balan strike was wrongly adjudged offside by the linesman, and that the decisions were often given against his side by the officials.

The match commissioner J.P.Singh informed the AIFF about the above incident and thereby the Disciplinary Committee met on November 12 and 13.

Goal.com exclusively revealed that Churchill Alemao wasn’t registered as an official of the club for the I-League, and hence was let off lightly with a fine of Rs. 50, 000 which he had to pay up by November 20. Alemao was also given an option to appeal against the decision following which the Appeal Committee would decide the future course of action.

Churchill Alemao has responded strongly in a three page letter where he blames the Disciplinary Committee for failing ‘to consider the circumstances leading to the alleged incident subject matter of action’.

The letter goes on to mention that the complaints of Churchill Brothers about the officials were never considered seriously, and not much was done about it.

The Goan side went onto accuse the AIFF of not disciplining the referees ‘who show open bias against a particular team either due to incompetence or ulterior reasons resulting in team officials and spectators losing faith in the administration of the game.’

The club has asked that the Federation must have a procedure to discipline the referees and, that a committee should be formed who shall watch each and every match to review the decisions of the officials. Thereby, action must be taken against the guilty referee just as it’s initiated for a club.

The AIFF does have a Referees Review Committee comprising of Milind Dutta and others which last met during the Durand Cup, more than two months back!

Interestingly, in recent weeks, several coaches and managers of I-League clubs have called for an improvement in the standards of match officials as it has often cost them the game. Chirag United’s Subrata Bhattacharya, JCT’s Sukhwinder Singh and Vasco SC’s Elvis Goes have voiced their opinions on the same with their team being reportedly on the receiving end.

The 59 year old further claimed that his team were deprived of victories against Dempo and Mohun Bagan as a goal scored against the former and two penalties were denied against the latter by the officiating referees. Alemao has asked that the TV recording of the two said games be replayed in his presence and the injustice done to his team would be evident to everyone.

The last time when an action was taken against a referee was in the dreaded Federation Cup game in 2004 where Cristiano Junior lost his life. Alemao sarcastically jibes at the AIFF as to waiting for another death before taking an action on the referees.

Alemao writes that they have the right to get the referees penalized or else there is no point in fielding his team in the remaining games of the I-League. The match commissioners, who are supposed to report the happenings of the game, came under scathing attack from Alemao as he felt that they have become ‘appendages to the system’.

To conclude, Alemao declines to pay-up and refuses to accept the one-sided decision of the Disciplinary Committee.

When contacted the AIFF about the letter, the general secretary Alberto Colaco refused to answer.
