The former Republic of Ireland international will join the Hoops on 18 February when his Sheffield Wednesday contract comes to an end
The 34-year-old will move to Tallaght Stadium on 18 February when his contract with the Owls expires, and brings a wealth of experience to the SSE Airtricity League, having played for a number of English clubs including Leeds United, Barnsley, and Cardiff City.
McPhail won 10 caps for the Republic of Ireland between 2000 and 2004, and Rovers boss Trevor Croly is delighted to add his experience to the Hoops squad. "Stephen is a very good addition to our squad for the up-coming season," Croly told the club's website. "He is a quality player who has significant experience playing at a very high level.
"He will fit in well to the squad we have built for the new season and blends in well with the mix of youth, experience and talent we have put together.
"He is proven to have a strong, committed character and is very keen to come and do well here well at Shamrock Rovers."
McPhail admitted that he found it difficult at Wednesday, and is pleased to have joined the Hoops, where he can be closer to his family. "It’s been hard being away from the family and not seeing them every day," McPhaiil said.
"That was a massive influence in this move, and Shamrock Rovers have some excellent young players. Hopefully I can pass on my experience to those lads for the benefit of the club."
