The Bury striker, who has scored 36 goals in 94 international appearances returns to the squad after being omitted for previous games.
Hull City defender Alex Bruce retains his place in the squad as does Inverness striker Billy McKay, while Burnley striker Martin Paterson has been recalled. Rangers striker Dean Shiels will miss the qualifiers after suffering a knee injury while playing for his club against Annan.
Fulham defender Chris Baird and FC Sion striker Kyle Lafferty will be available for the Israel game after they serve suspensions.
Northern Ireland currently sit in fourth place in Group F behind Russia, Israel and Portugal with three points from four games.
They will host Russia at Windsor Park on Friday March 22 before welcoming Israel on Tuesday, March 26.
