The Brazil international has refused to commit his future to the Portuguese champions, with Premier League giants Chelsea mooted as an interested party.
Last month, Porto president Pinto da Costa intimated that he had not yet received any offer for Hulk, but the 25-year-old's representative insists that his charge is still the object of desire for many clubs on the continent.
"He has never said that he wants to leave Porto and he has not expressed that on or off the field," Teodoro Fonseca told Antena 1.
"He is part of Porto's family and if he has to leave the club, it will happen in the best possible way.
"His goal is to be at the World Cup. He has the capacity to play in any league, but the Premier League is where I would like him to play.
"This is his moment and he is the most sought-after player in Europe."
Hulk, who arrived at Porto in 2008, has a €100 million buy-out clause attached to his contract with the Portuguese champions, which expires in 2016.
