Romania's persistence paid off shortly after the break as Bogdan Stancu’s netted a deserved equaliser, which proved to be enough for the hosts to earn a creditable draw.
Uruguay made a superb start to the game as they took the lead inside of two minutes. Gaston Ramirez’s endeavour down the left was crucial as he retained the ball well before crossing for Cavani who struck it first-time, bending a beautiful effort past into the net.
The Napoli striker could have doubled his side's advantage in the 15th minute, but was denied by the post from close range, following a cross from the left wing by Liverpool attacker Luis Suarez.
The visitors were made to rue that missed chance when Romania drew level soon after the restart. Just five minutes into the second half, a pinpoint pass by Gabriel Torje was headed back across goal by Stancu, leaving Muslera rooted to the spot.
Romania, however, managed to pick themselves up and went into ascendancy. Victor Piturca's men created two superb chances, but were unable to make them count as they were tightening the grip on Uruguay.
Midway through the second half Marius Niculae became the second player to hit the woodwork on the night as his drilled shot ricocheted off the bar. Then, in the 75th minute, Adrian Mutu saw a finish fly over the top without even testing Muslera.
Uruguay managed to hold on until the final whistle to secure a draw in freezing conditions. Oscar Tabarez's men will look to break the national unbeaten record with a 15th consecutive positive result against Chile in May.
Romania meanwhile face Switzerland on May 30 as they look to start building for their 2014 World Cup qualifying campaign, having failed to qualify for Euro 2012.
