The pair missed Wednesday's training session to focus on recovery in the gym, as did Daniel Sturridge, though the forward is likelier to be available, says Roy Hodgson
Hodgson told reporters: "He [Gerrard] is definitely out of the Chile match but he's had an injection so we're hoping he'll be OK for Germany."
Chelsea midfielder Frank Lampard, the Three Lions manager revealed, has been "under the weather" with a cold but participating in training.
Daniel Sturridge was also among those who missed Wednesday's training session but is likelier to be available at Wembley.
The news follows the withdrawals of Michael Carrick and Danny Welbeck from the squad altogether on Tuesday.
