Despite his disappointment at defeat, the Blues' man is confident that Brazil will be ready for next year's tournament, and has put Wednesday's loss down to a lack of fitness in the Brazil-based players who in the midst of their off-season.
"Of course I want to win the World Cup next year and I know, for sure, that we will win," Luiz told reporters.
"It was a great night for me to be captain here because the English people have been a big help to me since I came to play in this country.
"But although it was a great night for me, it was not a great result.
"England's level of fitness was different to Brazil's because for 40 per cent of our team just starting their season, so you need to take account of that in this game."
