The Wolves midfielder will replace his Arsenal counterpart as Chris Coleman's team look to record a second consecutive victory when they play Croatia on Tuesday evening
The 26-year-old was left out of the squad for Friday night's 2-1 win against Scotland in Cardiff due to family reasons, but is now back in the fold after Ramsey was booked, in turn picking up a one-match suspension.
Chris Coleman's squad is otherwise unchanged as they travel to face an undefeated Croatia side who sit in second place in Group A, level on points with leaders Belgium, who play Scotland.
