The 26-year-old aggravated an existing knee injury in Tottenham's 2-0 victory over Fulham on Sunday and has been left out of Les Bleus' preliminary squad by coach Laurent Blanc.
Blanc has also handed a call-up to Montpellier centre-back, Mapou Yanga-Mbiwa, while Paris Saint-Germain captain Mamadou Sakho is a surprise omission.
"Sakho having difficult time. After Kaboul's injury, we needed a centre-half who could be competitive right away," Blanc told reporters.

"Mapou's had a great season, and he's benefitted from certain circumstances to get called up now."
Yoann Gourcuff has also been included in France's preliminary squad, despite only making 13 appearances in Ligue 1 for Lyon this season.
"He can play No. 10, he can play No. 8. He played very well alongside Nasri against England."
"Gourcuff's obviously struggled at club level past two years, but with France he's not been that bad. Has he played well? Yes."
