Fifa rules state Everton midfielder Mikel Arteta is ineligible to represent England

There had been much moral and ethical debate surrounding the implications of a naturalised Spaniard appearing for the England national team but the decision to field Arteta has now been taken out of Fabio Capello's hands.
The Fifa rules and regulations categorically rule out Arteta ever appearing in the white shirt of England.
Fifa article 18. 1 (a) states: "At the time of [a player’s] first full or partial appearance in an international match in an official competition for his current Association, he must already have the nationality of the representative team for which he wishes to play."
This means that, because Arteta has played in competitive matches for the Spanish under-21 and under-19 sides, he cannot represent England or any nation other than Spain.
This rules out Arteta's claim to the England shirt through residency as he has, technically, already declared his allegience to Spain by appearing for them in competitive junior fixtures.
