Tottenham pushed through a deal to sign 6ft 4in Fazio after all but giving up on their chances of signing Villarreal centre-back Mateo Musacchio.
Spurs hoped to sign Musacchio in a £17m deal but the transfer hit the rocks over third-party ownership issues and a sell-on clause due to his former club River Plate.
Fazio has made two appearances for Argentina and was Sevilla’s captain last season as the Spanish club won the Europa League.
Tottenham are expecting a busy end to the transfer window, with a number of players potentially leaving the club as Mauricio Pochettino looks to trim his squad.
Vlad Chiriches, Sandro, Paulinho and Lewis Holtby are among the players who could be sold before the window closes next Monday.
