The Italy Under-21 international signed for Parma at the end of last season but moved to Roma in August on a co-ownership deal.
"Fabio is part owned by Parma, but if it was up to him, he would belong to Roma 100 per cent," agent Marco De Marchi told Radio Mana Mana.
"He loves the city and the club's fans, which was key for him to come to Roma in the summer.
"Borini is young and very smart. He has understood that he needs to be available to Luis Enrique and the team to increase his chances of playing with Roma.
"His character and the commitment he puts into training, in addition to his quality, has made him climb up the club's hierarchy and become a starter."
Borini scored the winning goal in Sunday's 1-0 victory against Parma, taking his Serie A tally with the Giallorossi to six.
