Ahead of this weekend's clash between BVB and Rothosen, the 54-year-old stated his belief that under billionaire owner Klaus-Michael Kuehne, HSV can break into Germany’s top three.
"In Germany there are three-and-a-half big clubs that have a nationwide appeal. Bayern Munich, Dortmund, Schalke and Hamburg close behind," he told mopo.de.
The Dortmund CEO, who has been critical of investment in the Bundesliga, admits he is a little envious of the prosperity enjoyed in Hamburg.
He added: "The number of millionaires in Hamburg I would have liked. It helps if you're in a city that is bursting with economic power."
HSV spent a reported £9.4 million (€11m) to buy Rafael van der Vaart from Tottenham in the summer, though they have enjoyed a patchy Bundesliga season to date, with the club currently sat in ninth spot.
