The central defender arrives to plug the emerging gaps in the squad, and is confident he can succeed at a bigger club
Bremen sporting director Klaus Allofs was delighted at securing the services of the 26-year-old and believes he will be a useful addition to the back line.
"His physical strength, pace and tackling ability will give more stability to our defence. We are pleased to have been able to convince Lukimya to join Werder Bremen," he told the club's official website.
Lukimya was also over the moon with the move and believes he can make an instant impact with Thomas Schaaf's side.
"As soon as I heard of Werder Bremen's interest, I made up my mind to join them almost immediately.
"As a footballer, you look to improve yourself constantly. I have absolute faith in my ability, otherwise I would have made a different decision.
"A stronger competition for places is natural at another club with more quality, and I am ready to challenge for my spot from the first day."
The centre-back has made three appearances for Congo.
