The 21-year-old winger is regarded as one of the hottest commodities on the transfer market this summer after inspiring Germany to reach the quarter-final stage at the World Cup.
Several of Europe's top clubs are reportedly lining up to sign Oezil, who joined Werder in 2008 for €4.3 million (£3.6m), and Barcelona boss Pep Guardiola wants to take the gifted youngster to Camp Nou.
However, it is reported that Guardiola wants Oezil to gain more experience before having a shot at Barcelona, and will offer Hleb in an attempt to secure preference in negotiations for the German attacker.
The Belarus international is deemed surplus to requirements at Camp Nou, but the fact that he has a solid reputation in Germany, where he has spent six seasons, could appeal to Werder Bremen.
