"I'm happy to continue the adventure with an ambitious project. It's a pleasure to see that Paris trust me," he told Telefoot.
"You have to be realistic. When you have all the means at the disposal of PSG, it's embarrassing that you can't do what you want [because of FFP].
"But we have the opportunity to prepare a good team. You have to target the needs and the positions. Oscar and David Luiz are very good players. They will interest PSG."
Meanwhile, Yohan Cabaye, who joined PSG in January, has reiterated his fondness for Eden Hazard - the Belgian being another Chelsea player whose form has been publicly questioned by Mourinho.
Cabaye added: "We all know that I like Hazard. For me, he is one of the best. So it's logical that Paris is interested by his profile."
Meanwhile, Luiz, who has frequently been linked with a move away from Stamford Bridge this summer, has admitted it would be "cool" to link up with compatriot Thiago Silva at PSG.
"I like Paris. It's a superb city," Luiz also told Telefoot. "Whenever I have a little time, I take a train and go there. I go there often. To play there? You never know. We'll see.
"They work hard to win the Champions League, so you can say it's a great club. Yes, it would be cool to play with Thiago Silva in Paris, or even in the street like when we were kids."
