The 20-year-old has signed a three-year deal at the Ricoh Arena and Charles Green, the Glasgow club's new owner, has confirmed that the Sky Blues will be paying a fee for the player.
"Coventry City have acted in exactly the right way in the transfer of John Fleck to ensure that all three parties - both clubs and the player - are satisfied with the deal," Green told Rangers' official website.
"We wish John and Coventry all the best for the new season."
The Sky Blues were relegated from the Championship last season and manager Andy Thorn is hoping the 20-year-old will be able to help fire Coventry back into the second tier.
"I am really pleased to get John on board because he is someone I have liked for a while now," Thorn told Coventry's official website.
"I have brought a lot of young talent to this football club who have gone on to great things and I believe that John could be the best of the lot."
