The one-cap England international enjoyed an impressive season with the FA Cup finalists last term, only missing two Premier League games all season - each fixture against Spurs due to the terms of his loan move.
And after forming an impressive partnership with another former White Hart Lane man, Tom Huddlestone, at the KC Stadium, Livermore will now discuss personal terms with Hull chiefs.
A statement on Hull's website, confirmed: "Hull City can confirm that an undisclosed fee has been agreed with Tottenham Hotspur for the permanent transfer of Jake Livermore.
"The club is now in talks with the player's representatives over personal terms and we hope to conclude the deal early next week."
The fee for Livermore is believed to be around £7 million.
