The 18-year-old moved to Serie A during the January transfer window for a fee in the region of £11m with a further £1.7m to be paid if the club qualifies for the Champions League next season.
However, despite attracting interest from the three Premier League giants, the Croatia international insists he would always have moved to Inter even if offers from England had been forthcoming.
"Nobody contacted me directly, but I would have picked Inter either way," Kovacic told reporters.
Inter currently lie sixth in Serie A, seven points adrift of rivals AC Milan in the race for a top-three place and Champions League qualification for next season, but Kovacic still remains optimistic on their chances.
He added: "It's hard to get in the Champions League because now are now sixth, but if we play as well as we did against Tottenham we can do it.
"We have to play well every game, which honestly we are not doing now. If all we give 120%, we can qualify."
