Often a controversial figure during his time in England, Suarez has been making headlines for the right reasons this season, notching 17 goals in 23 Premier League appearances.
And with City potentially on the lookout for a new striker to replace the departed Mario Balotelli in the summer, Mancini has seen fit to praise the talents of the flamboyant 26-year-old.
“Suarez for me is a top player,” the Italian told reporters. “I like him because he is strong and he works hard.
“For me, he is one of the best in England.”
When asked if he would welcome Suarez at the Etihad Stadium at some point in the future, Mancini replied: “Suarez? But he plays for Liverpool.
"Yeah, yeah, yeah, I like his quality. He has quality and he is strong.”
