Champions League qualifiers Borussia Monchengladbach were initially thought to have wrapped up negotiations, but reports state that the deal has stalled over pay, with the Istanbul side ready to pounce.
Rovers are entitled to compensation for Hoilett, who trained with the club after moving from Canada in 2007, but the fee will be reduced due to the time he spent on loan at German clubs Paderborn and St Pauli.
The winger scored seven Premier League goals as the Lancashire side finished 19th and were relegated to the Championship.
