Whelan spoke out as the former Crystal Palace player’s future was thrown into doubt when his agent revealed that talks over a contract extension with the Lancashire club had broken down.
The Latics owner has seen the 21-year-old Nigeria international prosper under the auspices of manager Roberto Martinez since he snubbed Newcastle United and headed to Wigan from Palace in a £2.5 million deal in January 2010.

After seeing Moses - whose contract runs out in a year's time - help Wigan preserve their top-flight status for another season, Whelan expressed confidence that he would eventually join a club in the upper echelons of the Premier League but does not believe he will benefit by moving when the summer transfer window opens.
“I still think that Victor will stay with us another 12 months and then maybe one of the big clubs will come in for him if he keeps developing in the way that he has done while he has been with us,” Whelan told Goal.com.
“Victor is coming along very nicely but he is still relatively young in football terms and I think that he has still got a lot to learn.
“Roberto is responsible for bringing that lad on and he is doing a great job in that respect and he will make sure that Victor goes on to fulfil his tremendous potential.
“When we signed him from Crystal Palace he was very young and very raw and under Roberto he has really blossomed into a quality player but I have got to stress that he is still learning.”
Whelan will be hoping his side can end the season on a high by beating already relegated Wolves on Sunday at the DW Stadium and he believes the club can look forward to an eighth season of top-flight football next term due to the team ethic fostered by Martinez.
“I love watching Victor because he’s a smashing player but I don’t have a favourite individual,” Whelan added. “I like watching them as a team, as a unit, and when they play like they did at Blackburn they get the ball and they keep the ball and the pass it about.

“In the first half, Blackburn could not get hold of the ball. That is something I just love to watch and see. How those youngsters have come on under Roberto has been amazing.
“Lads like Victor and James McCarthy have come on leaps and bounds and the whole team is solid and they owe a lot to Gary Caldwell who is a brilliant captain. He keeps the boys together and is a great leader.”
