Spurs meet Roberto Mancini's men at Eastlands on Tuesday, trailing by six points and on the brink of losing fifth place to a resurgent Liverpool.
But Redknapp believes that despite City's heavy duty spending having got them so far, the big-money buys will continue until they win the Champions League.
"They tell me they’ve got one or two players signed already who’ll blow your brains out," he said, according to The Mirror.
"I mean, that’s where they’re going.
"City are probably going to spend another £200m probably this summer. They ain’t going to stop until they win the championship - and even then the Champions League.
"I know people there in the past have said: ‘Well, the one thing we couldn’t offer was Champions League football.’ They needed Champions League football. That is the key.
"I think they can be a real force next year. They’ve got a strong squad which is only going to get better now, because, as I say, they’ve got unlimited funds to buy anybody they want, and they can pay the wages.
"They’ve got players there now earning £200,000 a week. I mean, it’s crazy, isn’t it? It’s another world really."
